Peter J. Monahan

Managing Director

Peter has over twenty-five years’ experience in the project management and design of road projects of all sizes and is a Fellow of Engineers Ireland. He has worked on projects in Ireland, the UK, Kuwait, Qatar and Abu Dhabi.
This experience includes traditional contract schemes and Design & Build/Public Private Partnership (PPP) schemes. Peter has been responsible for Traffic & Transport Assessments for proposed developments and Transport Studies for towns/urban areas.
As one of the most experienced Road Safety Audit Team Leaders in Ireland Peter has significant experience (in excess of 780 Road Safety Audits) of all Road Safety Audit stages on a variety of road, junction, development, bus corridor & temporary traffic management schemes and he has also undertaken a number of Road User Audits, Quality Audits and Accessibility Audits.
Peter has also been the Road Safety Inspection Team Leader for the inspections of sections of the Irish National Road Network including the MMaRC B Area, the N05, the N55, the N03, the N80, the N72 & the N69.
Peter’s extensive experience in road safety engineering also includes the development of schemes to address High Collision Locations, with this work involving the completion of collision analysis and remedial measures identification and design for these locations.
Peter has successfully worked with many of Ireland’s Local Authorities, State Agencies, PPP Road Operators, leading Consulting Engineering firms as well as for many individuals. He has experience in all aspects of the road planning and road design process from inception to completion including Statutory Procedures, EIS, and Public Inquiry support and has given evidence at Oral Hearings on behalf of Clients.
Peter is actively involved with the engineering professional body in Ireland, Engineers Ireland, and has previously served as an officer, including as Chair, on the Roads & Transportation Society committee and is a member of the Civil Division Committee within Engineers Ireland.

Aly Gleeson

Director

Aly is a Chartered Engineer and Fellow of Engineers Ireland, with over 20 years’ postgraduate experience. Aly is a Director of PMCE, whose engineering background includes delivery of major international projects; multi-discipline design management; coordination of major projects through planning/environmental processes, local authority transport projects, and development infrastructure design.
Aly has held senior positions in both public and private sector organisations, and project leadership roles in Ireland, the UK and New Zealand, so has obtained significant exposure to national and international design and project teams.
Aly’s experience is supported by strong engineering and management qualifications, including a BSc (Hons) in Civil Engineering, a First-Class MEng (Hons) in Civil Engineering, and a First-Class MBA. Aly has also successfully completed the RSA Certificate of Competence (at UCD), obtained the PSDP Certificate (via the ACEI), and has been approved by Transport Infrastructure Ireland (TII) as a Road Safety Audit Team Leader.
Aly is active within Engineers Ireland, previously holding the role of Public Relations Officer for the Roads and Transportation Society for two terms, before more recently being elected as the Honorary Secretary for the Cork Region.

Alan O’Reilly

Senior Engineer

Alan is a Chartered Engineer and Senior Engineer with PMCE, with over 10 years’ postgraduate experience. Alan is a Project Manager within PMCE’s Road Safety Audit and Assessment Team. Alan is a TII approved Road Safety Auditor in the Republic of Ireland and is also an approved Road Safety Auditor in the UK. Alan has completed over 600 Road Safety Audits at all Road Safety Audit stages, including over 200 as the Road Safety Audit Team Leader.

 

Alan’s portfolio of work includes Road Safety Inspection Reports for the N4, N6, N18, N30, N80 and N59. Alan has also worked on Collision Analyses of the M7, the N25, the M11 and N59 Clifden to Maam Cross route, and has undertaken various Traffic and Transport Assessments on a number of types of developments including quarries, residential estates, education institutions and commercial developments. Alan’s design experience also includes Low-cost Safety Improvement Schemes for Local Authorities in Co. Limerick and Co. Mayo and a Traffic and Transport Study of Ballinrobe Town in Co. Mayo.

 

Alan’s experience is complimented by a strong set of engineering qualifications, including a BAI (Hons) in Civil, Structural and Environmental Engineering at Trinity College Dublin, a BA in Mathematics and an MSc in Transport Engineering at Trinity College Dublin. Most recently, in June 2023, Alan completed a Post-Graduate Diploma in Project Management at Trinity College Dublin. Alan has also completed the 10-day Road Safety Audit Certificate of Competence course at University College Dublin.

 

Alan is actively involved in Engineers Ireland and is currently the PRO for their Roads and Transportation Society, regularly promoting and attending presentations and lectures in Engineers Ireland to support his continued professional development.

Mazen

Mazen Al Hosni

Project Engineer

Mazen is a Project Engineer with PMCE specialising in Traffic and Road Safety Engineering. Mazen has completed preliminary and detailed design on large Civil Engineering projects, Traffic and Transport Assessments for private developers, countless Road Safety and Quality Audits, as well as detailed analysis at several High collision locations (HD15) on the N17, N54, N5 and N51. Mazen has also gained significant experience in both Traffic Modelling and Junction Capacity Analysis following extensive work on a variety of traffic projects including housing developments, quarries and commercial units.
Mazen graduated with a First-Class Honours Degree in Civil Engineering from the Dublin Institute of Technology (now Technological University Dublin, TUD) in 2018, and is currently undertaking a part-time Masters in Transport at Trinity College Dublin. Mazen has also completed the TMS 3-day Road Safety audit course, and is an active Member of Engineers Ireland.

Rebecca Farnan

Project Engineer

Rebecca is a Project Engineer with PMCE, specialising in Traffic & Road Safety Engineering and Design. She is a qualified Civil Engineer and graduated with a First-Class Honours Integrated Master’s Degree (MAI) in Civil Engineering from Trinity College Dublin in 2021. Her dissertation involved a detailed analysis of COVID-19’s impact on transportation in Dublin City using traffic data across various transportation modes and the statistical analysis software “R”.

 

Rebecca has worked on the delivery of Traffic and Transport Assessments and the development of Traffic Modelling using LinSig and Junctions9 for a range of projects, including residential developments, quarries, and commercial units. She is experienced in using computer programmes such as AutoCAD Civil 3D and has assisted in the design of minor road improvement design schemes on the N69 and the N63. She has also assisted in the options selection and preliminary design of an active travel scheme in Dublin City.

 

Rebecca has completed the Traffico 3-Day Road Safety Audit Course and is a TII approved Road Safety Auditor. Rebecca has since completed numerous Road Safety and Quality Audits for a wide range of developments across all stages of design.

Aaron McGowan

Aaron McGowan

Engineering Technician

Aaron has joined PMCE as an Engineering Technician, having graduated from TU Dublin in 2022. He is currently involved in various projects undertaken at PMCE, including traffic modelling and road design, which benefit from his training in Junctions 9, AutoCAD, and AutoCAD Civil 3D. Aaron has quickly become a valued member of the team, and contributes significant technical input, which enables confident and timely project delivery. 

Alison D’Arcy

Office Manager

Alison has over 25 years’ experience working in busy office environments and has been key to PMCE’s smooth operational performance since joining the company in 2007. Since joining PMCE, Alison has swiftly transitioned into a senior management role, being responsible for recruitment, human resources, financial management, quality and office administration, making her an integral member of the team. Before joining PMCE, Alison was an estimator for a large multi-national company, and studied printing technology in Bolton Street, as well as secretarial studies. This experience and training have been critical to the role played by Alison in PMCE gaining and retaining its ISO 9001:2015 accreditation since 2013.
Xue-Yan

Xue Yan

Graduate Engineer

Xue Yan is a Graduate Engineer with PMCE. Since joining in early 2023, Xue has developed skills in Quality Audits, Traffic Modelling, Transport and Traffic Assessments, and Mobility Management Plans. In 2022, Xue completed her Master’s Degree (MSc) in Smart and Sustainable Cities at Trinity College Dublin, and contributed to research which investigated the impact of COVID-19 on city bicycle usage in Dublin using machine learning algorithms. Xue’s research interests also saw her paper, titled “Prediction of Bus Travel Time between Adjacent Signalized Intersections based on BP Neural Network,” presented at the 17th COTA International Conference of Transportation Professionals in 2017.”
